The UNIVERSITY OF CALIFORNIA was chartered in 1868 by the Constitution of the State of California as a public trust "with full powers of organization and government" (see Article 9, Section 9). Today, with its nine campuses, four laboratories, a Division of Agriculture and Natural Resources, and numerous other units and affiliated institutions, the University of California is considered one of the largest and most renowned centers of higher education in the world.

The University's Irvine campus first opened its doors for classes on October 4, 1965, with a total enrollment of 1,589 students. Nearly thirty-five years later, UCI's enrollment exceeds 17,700 students. In its short history, UCI has emerged as a major research university of recognized distinction. As UCI enters the 21st Century, it is increasingly important that campus land resources are managed in a manner supportive of UCI's teaching, research, and public service excellence.
 
The State Constitution vests with The Regents of the University of California "the legal title and the management and disposition of the property of the university and of property held for its benefit." Accordingly, a number of important policies, procedures, and guidelines exist to assist the physical development of the UCI campus. Listed below are the most significant external and internal policies governing the practice of planning at UCI.
